No, I think it was before that, when NASA decided to reuse Space Shuttle hardware to build an expendable launch vehicle with lower performance than the Saturn V, and no utility beyond the Artemis program.
I moved from Eternity to Thunder, then to Summit.

- Falcon 9: ~0.7%
- Space Shuttle: ~1%
- Ariane 5: ~2.5%

Almost every spacefaring country and company seems to go down this path.

At 0643 UTC today a Long March 5B with a YZ-2 upper stage lifted off from Wenchang, successfully sending the Guowang group 08 satellites into orbit. This was China’s 44th orbital launch of 2025 and continues an accelerated cadence for Guowang
