There is certainly a cart with a winch at the top used to ferry goods (and possibly people) up and down the hill. Whether that’s ADA compliant or not is one thing but it is helping with accessibility.

How has industry not completely fucking lost it with this guy? Every goddam day there is some new rule or twist. How can any company, especially in this industry, do business like this?

I appreciate the explanation but also agree that it is not very funny. Comics are cartoons and nobody takes cartoons literally, which is the whole point. Reality is suspended when consuming cartoons, so the idea of a fish wearing a hat is actually pretty sensible. I think if the fish pulled out something more far-fetched like machine guns or a sex doll then it might work. Of course those ideas may go against your view of wholesome.
