You can try to regulate it with strong government, but that is a pipe-dream and not a permanent solution in the US. The cards are too stacked against reform at the moment. (Would need to abolish the Electoral College, equal voting rights, remove gerrymandering, implement strict campaign financing laws, remove lobbying, etc.)
