Seems you misunderstand the idea, surveillance (trading liberty for security) has historically failed to help. The original quote is from Ben Franklin “Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety.” This is an idea aimed at governance, not local security (murder solving percentages and so forth)
